Pedagogue Systems Founded to Build Governed AI Platform for the Staffing Industry

Pedagogue Systems today announced its founding, launching with a mission to build a governed AI workforce management platform for the staffing industry. The company is led by co-founders Chris Loope (Founder & CTO) and Nycole Rosen (Founder & COO), who bring a combined track record spanning staffing operations, enterprise technology, and large-scale platform implementation.

The company’s data foundation, Cassion, is designed to enable AI to handle routine staffing operations—processing job orders, managing placements, and supporting compliance—while keeping human judgment at the center of every consequential decision. Cassion is built and running in an internal development environment. The Pedagogue Console, the human governance interface, is in active development. The company expects to begin pilot engagements later this year.

Governed by Design

Most AI deployments in staffing are narrow point solutions—chatbots and matching tools that augment individual tasks without changing the underlying operational architecture. Pedagogue Systems is building something different: a platform where AI is designed to execute routine work under human oversight, and human operators govern the system, handle exceptions, and remain accountable for outcomes.

Cassion enforces business rules at the database level, meaning governance is designed into the data layer rather than bolted onto the application. Actions are auditable by design. The architecture is built so that AI, integrations, and human users operate under the same rules.

The Founding Team

Loope has spent nearly thirty years at the intersection of staffing operations and enterprise technology. He served as CIO and later Chief Digital Officer at EmployBridge before serving as CIO and then Chief Strategy Officer at BGSF. His experience spans organizations from $250M to $3B in revenue across technology transformation, M&A integration, and data platform architecture.

Rosen’s career spans over two decades in staffing, starting as a receptionist at a local agency and progressing through branch operations, training, HR, IT management, and Director of Operations at EmployBridge. She went on to serve as VP of Technology and CIO at BGSF. Her expertise is in process improvement, change management, and turning strategic vision into operational reality.
